Mr. Smith noted that he received a letter from James <br />Associates, dated August 19, 1974, stating their con- <br />tinued interest in the proposed survey and evaluation of <br />historic resources in the city of South Bend and St. <br />Joseph County. Signed H. Roll McLaughlin. <br />c. Mr. Smith read portions of a letter, dated August 21, <br />1974, that he received from Mr. Jack C. Dunfee, Jr. <br />concerning a property on U.S. 31 South that a client of his <br />wishes to have rezoned to HP -Historic Preservation District. <br />Included in this letter was an offer, by Mr. Dunfee, to <br />contribute his legal services "without compensation for a <br />period of time and with regards to matters that should be <br />discussed in advance so as to avoid conflicts. . ." <br />1.) Mr. Nimtz moved that the Commission accept his <br />offer of legal services. Mrs. Sporleder <br />seconded the motion. It was passed unanimously. <br />2.) Mrs. Davisson moved that Mr. Dunfee and his <br />client re -submit their petition and that it <br />be referred to the Historic Landmarks Committee, <br />together with Mrs. Sporleder, to establish <br />standards and report back to the Commission. <br />Mr. Nimtz seconded the motion and it passed <br />unanimously. <br />d. Mr. Smith read a letter, dated August 19, 1974, from <br />the Indiana & Michigan Electric Company, concerning the <br />Commission's inquiry regarding "the older type street <br />lights," referring the Commission to Mr. Wayne Frost, <br />Commercial -Industrial Service Manager of I & M Electric Co. <br />Mr. Rothermel continued reading: <br />"I should mention, however, that because of the age and <br />obsolescence of these older lights we would notplan to re- <br />install them and service them under our street lighting <br />contract with the City of South Bend. They could, of course, <br />be used for individual installations serviced off of metered <br />accounts with the building owners respors ible for maintenance. <br />These fixtures are getting so old and so difficult to obtain <br />parts and maintain them, that it simply would not be eco- <br />nomically feasible for us to continue to service them under <br />existing street light tariffs. Also, from a safety stand- <br />point, they do not by any means provide adequate lighting <br />levels." Signed, J.L. Flanagan. <br />Mr. Rothermel read a letter from Ralph J. Wadzinski, <br />Asst, Bureau of Traffic & Lighting, dated August 21, 1974, <br />concerning the city's contract with I & M Electric Co. to <br />provide street lighting; and a letter from Patricia deClercq, <br />Clerk, Board of Public Works, dated September 4, 1974, <br />stating that the fixtures belong to I & M Electric and <br />inquiries should be addressed to Mr. Al Wickizer at I & M. <br />A discussion followed. Mr. Nimtz suggested that he and <br />Chairman Smith take Mr. Frost out to lunch and find out what <br />I & M plans to do with the fixtures. <br />
