conditions which could describe a condition under which <br />change may occur.. these conditions are: <br />1 . maintenance and improvements of existing <br />structures <br />2* clearance of an existing structure <br />3. construction of new strcutures within <br />-the district <br />4. treatment of open space both public <br />and private <br />in the process of reviewing a property possibly subject <br />to change, it is of first importance to know the relative <br />merits of the p rope rty or structure itself and secondly <br />to be aware of the relative merits of the structures <br />which visually interact with the structure. on site <br />inspection should be a routine part of any review; <br />and Ithe plan of the district previously presented to <br />the commission by , <br />should be reviewed for relative approximations of <br />the visual and architectural value of property under <br />c�o✓nsiderationT this West Washington Historic, District <br />plan identifAin broad groups, structures that should <br />be preserved without exception, structures where <br />exceptions can be tolerated and finally structures <br />which represent no architectural value and that may <br />in fact contribute negatively to the, desired character <br />of -the neighborhood. the plan also identifies buildings <br />and sites associated; with people whose influence <br />contributed significantly to cultural development. <br />the effect of the proposed change upon the general <br />architectural n4ture of the district is, to some extent, <br />a factor that is already included in the approximation <br />published in ,the plan . consideration must be given <br />
