STAFF REPORT <br />Extendicare Health Services, Inc. 2258-04 <br />Location: the southeast comer of Ironwood Road and f nwood Road <br />Ciry of South Bend <br />REQUESTED ACTION: The petitioner is requesting a zone change from "A" Residential, "A" Height and <br />Area and "B" Residential, "B" Height and Area to "B" Residential, "B" Height <br />and Area to allow a senior living campus. <br />EXISTING LAND USE: The property contains vacant land. <br />SURROUNDING LAND <br />USE AND ZONING: Located to the north is an office zoned "PHC" Professional Health Care and a <br />retirement center zoned "B" Residential, "B" Height and Area. To the south is a <br />single family home zoned "A" Residential, "A" Height and Area and vacant land <br />zoned "B" Residential, "B" Height and Area. To the east is an apartment <br />complex zoned "B" Residential, "B" Height and Area. To the west are single- <br />family homes zoned "A" Residential, "A" Height and Area. <br />ACCESS: Access to the site is from Ironwood Drive. <br />WATER SOURCE/ <br />SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has been addressed by the petitioner. <br />SITE DATA: The total site to be rezoned is 19.6 acres. Of that, the buildings will occupy 1.42 <br />acres, or 7.4 percent of the site. Parl~ing and drives will occupy 3 acres, or 15.6 <br />percent of the site. Open space will occupy 1 ~.2 acres, or 77 percent of the site. <br />ENVIRONMENTAL <br />DATA: A check of the Agency's maps indicates that no public wells, wetlands, flood or <br />environmental hazard areas are present. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: The Ciry Engineer made the following comments: they had concerns about <br />drainage and the number of access points onto Ironwood Dr. The petitioner has <br />contacted their office and made changes to the site plan to address these <br />concerns. <br />In 1997, this site received a favorable recommendation from the APC and was <br />approved by the Council for a rezoning to "B" Residential for a senior campus <br />and independent/assisted living. That rezoning has expired. <br />STAFF <br />RECOMMENDATIONS: Based on information available prior to the public heazing, the staff recommends <br />that this petition be sent to the Common Council with a favorable <br />recommendation, subject to a final site plan. This site is bordered on three sides <br />by multi-family zoning, and a similar use (St. Paul's Retirement Community) is. <br />across Inwood Road. In the staffs opinion, this is an appropriate location for `` <br />this zoning and use in the City. <br />
