REGULAR MEETING March 23, 2020 <br /> 15-20 PUBLIC HEARING ON AN ORDINANCE OF <br /> THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA AMENDING <br /> ORDINANCE NO. 10685-19, WHICH FIXED <br /> MAXIMUM SALARIES AND WAGES OF <br /> APPOINTED OFFICERS AND NON- <br /> BARAINING EMPLOYEES OF THE CITY OF <br /> SOUTH BEND FOR CALENDAR YEAR 2020,TO <br /> ADDRESS USE OF SICK LEAVE, PAY, AND <br /> TELEWORKING DURING DECLARED <br /> EMERGENCY SITUATIONS <br /> Councilmember Karen L. White, chair of the Personnel and Finance Committee,reported that they <br /> met this afternoon and send this bill to the full Council with a favorable recommendation. <br /> Councilmember Rachel Tomas Morgan, offices located on the 4th floor of the County-City <br /> Building, South Bend, IN, served as a presenter for this bill. Councilmember Rachel Tomas <br /> Morgan summarized the main points behind the importance of this bill's passage. She referenced <br /> best practices of other communities as well as the direction given to municipalities by the Indiana <br /> State Government as guidinthe importance for this legislation. <br /> Mayor James Mueller, offices located on the 14th floor of the County-City Building, South Bend, <br /> IN, served as a presenter for this bill. Mayor Mueller gave remarks on the impetus for the need of <br /> the passage of this legislation. <br /> Councilmember Henry Davis Jr. asked Mayor Mueller if the City will be conducting testing for <br /> the COVID-19 pandemic. Mayor Mueller responded that the City will not be providing testing and <br /> that responsibility is with the local medical providers. <br /> This being the time heretofore for Public Hearing on the above bill, proponents and opponents to <br /> this bill were given an opportunity to be heard. There were none. <br /> Councilmember Troy Warner commended Mayor Mueller and his Administration for their <br /> response to this recent health crisis. <br /> Councilmember Karen L. White commended Councilmember Rachel Tomas Morgan for her work <br /> with the Administration on this Ordinance and the press release. She also thanked the <br /> Administration and the first(1St)responders amid this crisis. <br /> Councilmember Rachel Tomas Morgan commended everyone for their efforts on this legislation <br /> and stated that this legislation, and the Resolution to come, serve as great examples of government <br /> and its responsiveness to the needs of today and the unknown of tomorrow. <br /> Councilmember Sharon L. McBride stated that she would like to echo what everyone has said. <br /> Councilmember Sheila Niezgodski commended Councilmember Tomas Morgan for her work on <br /> this bill. <br /> Councilmember Henry Davis Jr. commended Councilmember Tomas Morgan and commented on <br /> his desire to have a plan and a direction to helping more than just the employees of the City of <br /> South Bend. <br /> Councilmember Tim Scott made a motion to send Bill No. 15-20 to the full Council with a <br /> favorable recommendation. Councilmember Jake Teshka seconded this motion which carried <br /> unanimously by a roll call vote of nine(9) ayes. <br /> RISE AND REPORT <br /> Councilmember Sheila Niezgodski made a motion to rise and report to full Council. <br /> Councilmember Troy Warner seconded the motion which carried by a voice vote of nine(9) ayes. <br /> 3 <br />
