INTER -OFFICE MEMORANDUM
DEPARTMENT OF PUBLIC WORKS
DIVISION OF ENGINEERING
TO: Board of Public Works Members
FROM: Jacob M. Klosinski, P.E. Assistant City Engineer
SUBJECT: Agenda Request — Professional Services Agreement
120-036 WWTP Gallery Buildings 1, 2, 3, and 4 Masonry Improvements
DATE: May 19, 2020
The Division of Engineering and Division of Utilities request the Board of Public Works
approval of a Professional Services Agreement with Kil Architecture & Planning to
provide architectural design and construction administration services for Project No.
120-036 Wastewater Treatment Plant Gallery Buildings 1, 2, 3 and 4 Masonry
Improvements.
Background
The existing Gallery Buildings 1, 2, 3 and 4 masonry has deteriorated since their original
construction in 1954 (Gallery 1 and 2) and 1970 (Gallery 3 and 4). This project will
address masonry deficiencies (cracks, joint replacements, lintel restoration /
replacement, window replacements and joint sealants necessary to secure the building
envelope and reduce the entry of moisture and leakage into the buildings during rain
events. Gallery 4 may require a new roof. Gallery 1, 2, and 3 roofs were replaced in
2013-2014 and will not require any work during this project. In addition abandoned
mechanical systems and equipment are being considered for demolition as part of the
construction scope.
It is the Division of Utilities intent to perform this work parallel to the installation of new
electrical motor control centers and transfer switches that are being installed as part of
the WWTP Electrical Improvements project.
Additional buildings will be considered for future improvements as the WWTP continues
to rehabilitate buildings at the facility that range in age from 21 year to 66 years old.
The funding source for this project is the Division of Utilities, Sewage Works Operations
Account (641-06-605-514-431002).
If there are any questions, please contact Jacob Klosinski (Ext. 9496) at the Division of
Engineering or Al Greek (Ext. 4210) at the Division of Utilities.
