South Bend Redevelopment Commission
Regular Meeting - July 7, 1995
6. NEW BUSINESS (Cont.)
a. continued...
objectives: 1) to articulate a future
physical development action plan for the
neighborhood which is consistent with the
Development Plan for the Sample -Ewing
Development Area; 2) to adopt a set of
revitalization goals which can direct
future neighborhood improvement
initiatives; 3) to outline targeted
opportunities, projects and programs for
the neighborhood improvement which can
be initiated by neighborhood leaders and
the neighborhood association; 4) to
improve overall neighborhood
environment, including physical, social,
economic, community, and public safety
conditions; 5) to strengthen the residential
areas by improving the housing stock and
increase the housing opportunities for all
residents; and 6) to include neighborhood
businesses, city government, and
institutions.
Ms. Farkas noted that the plan outlines
five issues which must be resolved if the
neighborhood is to improve: eroding
residential values and property
reinvestment; increasing number of rental
properties and resulting decline of home
ownership; change in the ethnic, income,
and demographic composition of
residents; neighborhood crime; and loss
of market appeal.
Ms. Vicki Kaser, chair person of the
Public Safety Committee of the Rum
Village Neighborhood Association
.+ -5-
