( 8) Code Enforcement Department: <br /> (a) Substandard buildings; <br /> (b) License inspection and enforcement; <br /> (c) Environmental code enforcement; <br /> (d) Weights and measures; <br /> (e) Citizen service center. <br /> (9) Building Department: <br /> (a) Building inspections and permits; <br /> (b) Enforcement of building codes; <br /> (c) Zoning inspection and enforcement; <br /> (d) Board of Zoning Appeals administrative <br /> support; <br /> (e) Building trade licensing/registration testing <br /> and enforcement. <br /> (C) A department head may establish, abolish or consolidate <br /> offices, divisions and bureaus within his department to permit <br /> the proper and efficient administration of that department, <br /> subject to the availability of appropriated funds within the <br /> department and the approval lot of the Mayor. <br /> (D) A department head may supervise and coordinate the <br /> boards, commissions, authorities, offices, divisions and bureaus <br /> within his department except where prohibited by State law. <br /> (E) No department head may delegate his duty to administer <br /> and supervise his department, to issue rules or regulations as <br /> prescribed by law, or to have the ultimate responsibility for the <br /> proper performance of the duties and functions vested in his <br /> department. <br /> (F) Each department shall exercise such powers to perform <br /> such duties and functions as are prescribed by law and as are <br /> directed by the Mayor. <br /> Section II.
