Kolata <br /> Executive Director Deputy Executive Director <br /> May 20, 1993 <br /> South Bend Common Council <br /> Fourth Floor Council Chambers <br /> 400 County-City Building <br /> South Bend, IN 46601 <br /> Dear Council Member: <br /> The attached bill for your consideration and approval will transfer <br /> $33,265.00 in Community Developoment Block Grant Funds (CDBG) from the <br /> Human Resource Equity Fund activity into the Neighborhood Resources and <br /> Technical Services Corporation (NRTS) , a newly organized not-for-profit. <br /> The commitment of CDBG funds to strengthen neighborhood groups supports <br /> this essential player in the Mayor' s Good Neighbors/Good Neighborhoods <br /> initiative. A major goal of the NRTS is to develop viable and affirmative <br /> partnerships with emerging neighborhood organizations and community <br /> institutions. To encourage comprehensive neighborhood revitalization and <br /> effective Partnership Centers, NRTS will administer these funds in <br /> eligible technical support assistance to targeted participant neighborhood <br /> organizations. <br /> Technical support assistance will include activities which are deemed <br /> necessary for neighborhood organization capacity-building, such as: 1) <br /> assisting the organizations in conducting critical self-evaluations as <br /> well as assessments of neighborhood needs, 2) assisting neighborhood <br /> organizations to develop revitalization strategies, 3) training and <br /> technical assistance in neighborhood leadership and resource development, <br /> 4) developing partnerships with organizations to provide needed resources, <br /> and 5) providing a program of neighborhood assistance grants. <br /> This bill will also transfer $5, 772 .00 in CDBG funds from 1992 Community <br /> Development Management and Planning into the Bureau of Housing Management <br /> and Inspection to defray expenses incurred in the administration of CDBG <br /> housing programs. <br /> This transfer is in accordance with our Amended Final Statement of <br /> Community Development Objectives and Projected Use of Funds - P.Y. <br /> 1200 County-City Building • South Bend, Indiana 46601 • 219/235-9371 Fax 219/235-9021 <br /> Redevelopment Business Assistance Housing Rehabilitation CDBG Program & Planning & <br /> Ann Kolata & Development Kathryn Baumgartner Financial Management Neighborhood Development <br /> 235-9371 Donald Inks 521 Eclipse Place Elizabeth Leonard Pamela Meyer <br /> 235-9335 235-9475 235-9335 235-9449 <br />
