KOLATA: Well, at the time a purchase <br />offer is sent, it would have a specific price <br />in it. If you wanted to get an appraisal of <br />your property, that would be up to you to <br />pay for someone else to do another appraisal <br />to compare it to ours. Or to work with a <br />real estate agent to say, "Does this seem like <br />a fair number ?" But we do not make our <br />appraisals available to anyone. Our offer is <br />based on the appraisals, after a review by <br />staff, it is generally the average, but the <br />appraisals themselves are Commission <br />documents and we stay by that. <br />In terms of treating people fairly, we have <br />bought property over the last few years. A <br />lot of property. We pride ourselves on our <br />staff and our fairness in dealing with <br />everybody that we work with. We try to <br />treat everyone as an individual circumstance <br />and treat them honestly and fairly and within <br />reason. We tell you, and we tell everyone, <br />that when we send a purchase offer you <br />have three choices: you can accept the <br />purchase offer, you can reject our purchase <br />offer, and you can make a counter offer. <br />The counter offer will be brought to the <br />Commission, they will be presented that <br />information, and they can decide "I like this <br />counter offer. I will accept it." or "I don't <br />like this counter offer. We'll make a counter <br />offer back. " The staff works and negotiates <br />with every single property owner that is out <br />there, whether they live there, whether they <br />have a business there, or whether it's a <br />vacant lot. We will treat everyone fairly. <br />That does not mean your counter offers will <br />sit <br />
