ORDINANCE NO. F 102- 9.3 <br /> AN ORDINANCE OF THE COMMON COUNCIL OF <br /> THE CITY OF SOUTH BEND, INDIANA, AMENDING <br /> ARTICLE 14 OF CHAPTER 2 OF THE SOUTH BEND <br /> MUNICIPAL CODE BY ADDING A NEW SECTION <br /> 2-169.2 ENTITLED "CONSOLIDATED BUILDING <br /> DEPARTMENT ENTERPRISE FUND" <br /> STATEMENT OF PURPOSE AND INTENT <br /> In December, 1991, the South Bend Common Council and the St . <br /> Joseph County Council approved the execution of an interlocal <br /> agreement between St . Joseph County and the City of South Bend <br /> for the consolidation of building departments and the <br /> establishment of the Consolidated Building Board. The St . Joseph <br /> County/South Bend Building Department has been in operation since <br /> January, 1992, and is achieving the stated goal of providing <br /> better service to the citizens of South Bend and St. Joseph <br /> County by providing for consistent interpretation and <br /> implementation of building and zoning codes and consistent and <br /> combined licensing and registration for the building trades . <br /> It is the intent of the City of South Bend and St . Joseph <br /> County that the costs of the operation of the Consolidated <br /> Building Department on a continual basis be financed and <br /> recovered primarily through user fees . It is the goal of the <br /> City and the County that the Consolidated Building Department be <br /> self-sufficient . Accordingly, it is appropriate that an <br /> enterprise fund should be established for the St. Joseph <br /> County/South Bend Building Department. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE <br /> CITY OF SOUTH BEND, INDIANA, AS FOLLOWS : <br /> Section 1 . Chapter 2, Article 14 of the South Bend <br /> Municipal Code is amended to add a new section as follows : <br /> Sec. 2-169.2 Consolidated Building Department <br /> Enterprise Fund. <br /> A consolidated building department enterprise fund is <br /> established to receive monies and fees and to pay expenses, <br /> including depreciation, related to the operation of the St . <br /> Joseph County/South Bend Building Department . Such fund <br /> will be subject to full accrual accounting, and will be <br /> operated in accordance with the interlocal agreement between <br /> St . Joseph County and the City of South Bend executed <br /> December 31, 1991, as amended. <br /> Section 2 . This Ordinance shall be in full force and effect <br /> from and after its adoption by the Common Council, approval by <br /> the Mayor and legal publication. <br /> Member of th Common Council <br />
