Industrial Areas. With the exception of existing industrial uses located south of Washington <br />Street an currently used for heavy industrial purposes, the D- Light Industrial district is <br />recomme ded. <br />Ongoing Programs <br />The recommended revitalization program includes projects and actions that are neighborhood - <br />wide in scope and benefit, and should be undertaken as the continuation or expansion of ongo- <br />ing programs already established by the City of South Bend and available to the Near Westside <br />Neighbor ood. These efforts are designed to stabilize existing conditions, and property values, <br />to provid a safe environment for existing residents, and to provide the locationai advantages <br />and the a fordability and historic qualities of the neighborhood. <br />Image anc Identity <br />O aarKeung anu ruuuc ncmauvnu, <br />E isting marketing and public relations efforts should be continued and intensified. The <br />purpose of this program is to promote a positive image and identity for the Near <br />Westside, and should address primarily the greater South Bend community. The. program <br />sh uld comprise several facets, including: a) development of a promotional brochure <br />describing housing opportunities; b) distribution of it to relocation centers, Realtors, <br />Chambers of Commerce and other groups that promote investment in South Bend; c) <br />regular communication with other promotional groups; and d) press releases and follow- <br />u for special events and activities in the Near Westside. <br />o A6ti- Redlinin <br />This program should encompass two primary activities. The first would consist of spe- <br />cial outreach efforts to lending institutions and possibly insurance companies to apprise <br />them of positive changes in the Near Westside, share promotional materials, and so forth. <br />T e second would require an ongoing monitoring of loans made within the area, in ac- <br />cordance with the provisions of the Community Reinvestment Act. Members of <br />W VCRP could be trained in evaluation techniques. <br />0 i- 4Tmnoornoou l.lcan- <br />A neighborhood clean -up and property maintenance program has been initiated through <br />the community organization and participation process, and should be continued on a <br />regular basis. Cleari -up efforts should be matched by assistance from the City of South <br />Bend, local institutions and businesses, and private benefactors to remove trash and <br />debris from vacant lots, get barren areas sodded and /or seeded, cut weeds, remove junk <br />ca s, repair and paint damaged fences, encourage landscaping, etc. The clean -up and <br />m intenance program should be established as an ongoing activity designed to improve <br />th image and appearance of the area, and to promote community pride and participa- <br />26 <br />
