The lack of tax <br />ncentives has contributed to this condition. <br />i, he commercial use of historic buildings creates an <br />nvestment di_enuna for those interested in revitalizing the <br />tirea. Overall, while the demand has been strong for office <br />:,ace for small offices, the conversion of previously <br />esidential structures to commercial uses leaves the area <br />acant dur_ng the weekends and at night. One factor contributing to the present perception <br />f crime is the presence of loitering individuals on the <br />treets outside of taverns.
