The Redevelopment Staff <br />has reexamined that evidence of blight, <br />has presented that evidence to the Common <br />Council on March 28, 1988, and the South <br />Ben Common Council found the area, as <br />expanded, continues to be blighted. In <br />the entire South Bend Central Development <br />Are F, as expanded, 21% of the land is <br />vacant, and an additional 5% of the land <br />is underutilized. The Redevelopment <br />Cormission therefore finds and determines <br />that there is a substantial presence of <br />factors such as excessive vacant land on <br />which structures were previously located, <br />abandoned or vacant buildings, old <br />buildings excessive vacancies, <br />substandard structures and delinquency in <br />payrnent of real property taxes in the <br />Area. <br />Mr. imtz asked if there was anyone who <br />desir ed to be heard. There was no one. <br />Mr. 14imtz concluded the Public Hearing on <br />Resolution No. 836. <br />b.
