Ms. Auburn expressed her concern over the difficult nature of the project since it was begun. One concern was for the many changes it had incurred. Today there are more changes. Another concern was for the information in the quote from Pepper Construction. She thought it seemed as though Pepper Construction was going out of its way to say that they have very limited responsibility in this project. That would mean that at this point there is still no project management. She was uncomfortable with the rough construction estimate which expires June 1, 1988, especially with Mr. Conard's indication that financing would not be in place until fall, so that a start construction date would be later than that. Ms. Auburn also expressed the opinion that the quality of the Pepper Construction proposal was unacceptable. Ms. Auburn noted that the architect at the time of the original proposal was Barancik who had done considerable design work. There were some qualities and amenities in his proposal which were acceptable to the Commission. The quality proposed in the new terial is totally unacceptable. -16-
