I <br /> 1 <br /> SANITARY SEWER shall mean a sewer which carries sanitary and <br /> industrial wastes, and to which storm, surface and ground water are <br /> not intentionally admitted. <br /> SEWAGE shall mean the combination of the liquid and <br /> water-carried wastes from residences, commercial buildings, <br /> industrial plants and institutions (including polluted cooling <br /> water) . The three most common types of sewage are: <br /> (a) Sanitary Sewage shall mean the combination of liquid and <br /> water-carried wastes discharged from toilet and other sanitary <br /> pumping facilities . <br /> (b) Industrial Sewage shall mean a combination of liquid and <br /> water-carried wastes, discharged from any industrial establishment, <br /> and resulting from any trade or process carried on in that <br /> establishment (this shall include the wastes from pretreatment <br /> facilities and polluted cooling water) . <br /> (c) Combined Sewage shall mean wastes including sanitary <br /> sewage, industrial sewage, storm water, infiltration and inflow <br /> carried to the wastewater treatment facilities by a combined sewer. <br /> SEWAGE TREATMENT PLANT means any arrangement of devices and <br /> structures used for treating sewage. <br /> SEWAGE WORKS shall mean the structures, equipment and <br /> processes to collect, transport and treat domestic and industrial <br /> wastes and dispose of the effluent and accumulated residual solids. <br /> SEWER shall mean a pipe or conduit for carrying sewage. <br /> SHALL shall mean mandatory. <br /> SIGNIFICANT INDUSTRIAL USER shall mean: <br /> (a) A user subject to categorical pretreatment standards; or <br /> (b) A user that : <br /> (1) Discharges an average of twenty-five thousand <br /> (25, 000) gpd or more of process wastewater to the POTW <br /> (excluding sanitary, non-contact cooling and boiler <br /> blowdown wastewater) ; <br /> (2) Contributes a process wastestream which makes up <br /> five (5) percent or more of the average dry weather <br /> hydraulic or organic capacity of the POTW treatment <br /> plant; or <br /> (3) Is designated as such by the City on the basis <br /> that it has a reasonable potential for adversely <br /> affecting the POTW' s operation or for violating any <br /> pretreatment standard or requirement . <br /> (c) Upon a finding that a user meeting the criteria in <br /> Subsection (2) has no reasonable potential for adversely affecting <br /> the POTW' s operation or for violating any pretreatment standard or <br /> requirement, the City may at any time, on its own initiative or in <br /> response to a petition received from a user, and in accordance with <br /> procedures in 40 CFR 403 . 8 (f) (6) , determine that such user should <br /> not be considered a significant industrial user. <br /> SIGNIFICANT NONCOMPLIANCE (or SNC) shall mean: <br />
