violation of receiving water quality standards and would not be <br /> benefitted by discharge to the sanitary sewers and wastewater <br /> treatment facilities provided. <br /> USER CHARGES shall mean a charge levied on users of the <br /> wastewater treatment works for the cost of operation and maintenance <br /> of such works pursuant to Section 204 (b) of Public Law 92-500 . <br /> USER CLASS shall mean the division of wastewater treatment <br /> customers by source, function, waste characteristics, and process or <br /> discharge similarities, (i .e . residential, commercial, industrial, <br /> institutional, and governmental in the User Charge System) . <br /> VOLATILE ORGANIC MATTER shall mean the material in the sewage <br /> solids transformed to gases or vapors when heated to 550 degrees C <br /> for 15 to 20 minutes . <br /> WASTEWATER shall mean water in which sewage has been <br /> discharged. <br /> WATERCOURSE shall mean a natural or artificial channel for the <br /> passage of water either continuously or intermittently. <br /> WHOLESALE USER shall mean any municipal governmental entity <br /> which has entered into an intermunicipal contract with the City of <br /> South Bend for wastewater treatment service. <br /> SECTION III . Division 3 of Article 2, Chapter 17 of the South <br /> Bend Municipal Code is amended to read as follows : <br /> DIVISION 3 . USE OF THE PUBLIC SEWERS <br /> Section 17-8 . General Di charge Prohibitions.Prohibited Discharge <br /> Standards . <br /> (a) General Prohibitions . No person shall discharge, <br /> introduce or cause to be discharged or introduced into the POTW any <br /> pollutant or wastewater which causes pass through or interference. <br /> These general prohibitions apply to all users of the POTW whether or <br /> not they are subject to categorical pretreatment standards or any <br /> other National, State or local pretreatment standards or <br /> requirements . <br /> (a) (b) Specific Prohibitions. No person shall discharge <br /> introduce or cause to be discharged or introduced any of the <br /> following described waters or wastes pollutants, substances or <br /> wastewater into any public sewers-:-or directly or indirectly into the <br /> POTW: <br /> (1) Any gasoline, benzene, naphtha, fuel oil or <br /> other flammable or explosive liquid, solid or <br /> gas .pollutants which create a fire or explosive hazard <br /> to the POTW, including, but not limited to, wastestreams <br /> with a closed-cup flashpoint of less than 1400F (600C) <br /> using the test methods specified in 40 CFR 261 .21 . <br /> (2) Any waters or wastes containing toxic or <br /> poisonous solids, liquids or gases in sufficient <br /> quantity, either singly or by interaction with other <br /> wastes, to injure or interfere with any sewage treatment <br /> process, constitute a hazard to humans or animals, <br /> create a public nuisance or create any hazard in the <br /> receiving waters of the sewage treatment plant . <br />
