The Commission <br />would then lease the garage from the <br />Authority, using garage revenues, the <br />UDAC repayment, and T.I.F. revenues to <br />make the payments. The lease payments <br />woul then be used to pay for the bond. <br />The Board of Public Works accepted the <br />recommendation and rejected all of the <br />proposals and the bid. <br />Mrs. Kolata noted that considerable time <br />was spent reviewing the proposals. The <br />staff was pleased with the cooperation <br />they received, especially from PVN. The <br />primary objection to them was the cost of <br />fina cing. Also, the PVN bid called for <br />prlvpLte bidding on construction. <br />She aoted that the Common Council would <br />be tae body to establish the Authority. <br />Once established, the Mayor would appoint <br />the three members of the Authority. <br />Mr. Guentert expressed concern over the <br />establishment of another governmental <br />organization having the power to tax or <br />to nd. He felt that this method of <br />financing makes it more difficult for a <br />citizen to protest. He also objected to <br />the building of another parking garage <br />when the present City -owned garages are <br />not paying for themselves. <br />Mr. Guentert also indicated his objection <br />to the Public Hearing on Resolution No. <br />820 being held on a day when both County <br />and City offices were closed and the <br />signs on the doors of the building <br />indi ated that. He felt that citizen <br />part cipation in the Public Hearing was <br />disc uraged. <br />Mr. Taimtz pointed out that all required <br />noti es were published and posted as well <br />as the Tribune carrying a story which <br />stated that November 27 would be the date <br />of Riblic Hearing. Building Security had <br />open a the doors. <br />
