Hunt <br />Executive Director <br />Department of Economic Development <br />County-City Building <br />South Ben l, Indiana <br />46601 <br />Dear Jon: <br />It was a pleasure meeting with you and Ms. Eugenia Schwartz concerning our <br />proposed Capital Plaza Office Building to be constructed on Parcel C4 -3 of the <br />South Bend Central Development Area. Getting together to discuss this matter <br />with you and Ms. Schwartz proved to be a very enlightening, worthwhile and <br />beneficial experience. v <br />As we discussed during our. meeting, we want our downtown office project <br />to conform as much as possible with the South Bend Redevelopment Commission's <br />Central Eusiness District Conceptual Plan. By attending the meeting that your <br />office sp nsored on the morning of Friday, September 11, 1987 and by thoroughly <br />reading and reviewing the very extensive booklets that were distributed during <br />said meeting concerning the South Bend- Downtown Development Plan for the years <br />1987 through 2000, it is plain to see that a great deal of forethought, planning <br />and analysis has been done by your office. <br />In light of the fact that the other developers in the immediate area of <br />our proposed office building have agreed to provide space for an open -air <br />pedestrian plaza - walkway through the visual corridor area running east to west <br />between the Century Center and the St. Joseph County Courthouse, we have decided <br />to modify the design of our proposed office building. This will enable us to <br />allow for the development of said east -west open -air pedestrian plaza- corridor <br />as suggested by the South Bend Downtown Development Plan. <br />Howe er, our office building' design plan will have to be modified. to the <br />extent that the east -west atrium at the southern end of our proposed office <br />building will be removed. This will allow for unrestricted pedestrian traffic <br />to flow across our parcel so that the visual corridor could then be a continuous <br />open -air pedestrian corridor from St. Joseph Street on the east and continuing <br />on to Main Street on the west. <br />As we discussed, such a modification of our proposed office building design <br />will require some additional time to be devoted to the re- design process.
