Sunnyside <br />Ms. Baumgartner explained that new HUD <br />regulations this year for the Section 312 <br />Loan Program allow the homeowner to <br />select the contractor. The intent is to <br />streamline the process and conform to <br />conventional underwriting standards. The <br />contract is now between the homeowner and <br />the contractor., so that disputes over the <br />quality of the work are the homeowner's <br />responsibility. The Bureau of Housing <br />remains the administrative agent. Both <br />the Bureau of Housing and the homeowner <br />seek bids. A bidding contractor not <br />registered with the Bureau of Housing <br />must file qualifications and proof of <br />prop2r insurance. The Bureau of Housing <br />maintains the necessary control with its <br />option of not recommending the loan if <br />the contract does not meet with their <br />appr val. <br />Ms. 3chwartz asked that the Bureau of <br />Housing update the procedures and make <br />them available to the Commission. <br />Upon a motion by Mr. Piasecki, seconded <br />by . Combs and unanimously carried, the <br />CommLssion approved the loans in <br />connection with the Section 312 Loan <br />prow am as listed above. <br />c.
