Then the Co mon Council, under the Tax Reform Act of 1986 is required to make a much more th rough determination of blight than th y have in the past. They will make their own findings and determination of blight, based on the information the Commission conveys to them. If they find th se conditions to be so, then it will come back to the Commission for the recrular confirmation process. So the ma or change will be that what the Commission does today is fulfill technical requirements which will then be co veyed to the Area Plan Commission and Co mon Council who will take the new step of finding blight in the area. Mr Kolata noted that the staff has re iewed the evidence of blight pr viously presented to the Commission on Ju e 14, 1985, and affirmed on three of er occasions and has found that the blighting conditions then present still exist in the South Bend Central De elopment Area. While there have been so e improvements in the area, most of th se improvements have been part of the redevelopment process and would not have ha pened without redevelopment. The st ff has found that the blighting co ditions generally have not changed. Thq Findings of Fact, Exhibit A to Re olution No. 739, are entered into the re lord and are attached.
