• <br /> • <br /> ORDINANCE NO. 3423- S3 <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE <br /> CITY OF SOUTH BEND, INDIANA, <br /> APPROPRIATING $1,271. 40 FROM THE <br /> COVELESKI IMPROVEMENT FUND FOR THE PURPOSE <br /> OF PROVIDING FLOOD RELIEF TO THE CITY OF DAVENPORT, IOWA <br /> STATEMENT OF PURPOSE AND INTENT <br /> The Midwest states of Illinois, Iowa, and Missouri, among <br /> others, experienced disaster and hardship the summer of 1993, due to <br /> the unprecedented flooding of the Mississippi River. During the <br /> summer months, rain poured down on the region day after day causing <br /> the Mississippi to swell its banks, flood tributary waterways, breach <br /> levies and expand out over miles and miles of farmland and river bank <br /> communities. <br /> The South Bend community responded to the disaster with <br /> assistance in many forms: The Indiana River Rescue squad, including <br /> members from the South Bend Police and Fire Departments, traveled to <br /> the flooded area to help shore up compromised levies; charitable and <br /> religious organizations, local businesses and individual citizens <br /> provided assistance in the form of food, clothing, and money. <br /> Among one of the earliest and hardest hit communities was <br /> the city of Davenport, Iowa, which, together with Bettendorf, Iowa <br /> and Moline and Rock Island, Illinois, forms what is known as the Quad <br /> Cities. In another facet of the community's effort to assist flood <br /> victims, the City of South Bend sponsored a fund-raiser at the August <br /> 3 and 4, 1993 games between the South Bend White Sox and the Quad <br /> Cities River Bandits. The games, originally scheduled to be a home <br /> games for the River Bandits, were played as a Quad Cities home game <br /> at the Cove, due to the flooding of the John O'Donnell Stadium. <br /> Individuals in attendance at the game made donations in the amount of <br /> $463 . 80. The City of South Bend committed to donating a share of the <br /> concession revenues from the game, or a total of $807.60, to the City <br /> of Davenport. <br /> The total funds raised at the August 3 and 4th games are <br /> deposited in the Coveleski Improvement Fund. The Common Council of <br /> the City of South Bend, Indiana, has determined that it is <br /> appropriate that this sum be appropriated and set apart and provided <br /> to the City of Davenport, Iowa, to assist in the ongoing flood relief <br /> efforts. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE <br /> CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: <br /> SECTION I . That the amount of $1,271.40 shall be and hereby <br /> is appropriated in 1993 and ordered set apart within the Coveleski <br /> Improvement Fund, as set forth below, for the payment of said amount <br /> to the City of Davenport, Iowa, to assist with ongoing flood relief <br /> efforts in Davenport: <br />
