Board of Public Works: Purchase of equipment; <br /> personnel; landfill areas, recycling and resource <br /> recovery facilities. <br /> (a) The Board of Public Works shall have the authority to <br /> purchase such equipment and employ such personnel as may be <br /> necessary to carry out the provisions and intent of this chapter. <br /> (b) The Board may lease, build, contract for, rent or <br /> purchase the necessary land and facilities to be used as landfill <br /> areas, and recycling or resource recovery facilities . <br /> Sec. 16-4. Administration of chapter. <br /> The City Engineer Director of the Department of Public Works <br /> shall be responsible for the administration and carrying into <br /> effect of this chapter, except for certain duties delegated by <br /> this chapter to other such persons, as set forth in this chapter. <br /> ARTICLE 2 . COLLECTION AND DISPOSAL <br /> -- . _ . <br /> The collection of garbage and trash and a proper system of <br /> disposal of the same may be undertaken by the City and by any <br /> other person, organization or corporation subject chapter <br /> and under the supervision of the Department of Public Works . <br /> Sec. 16-5. General Requirements; Supervision. <br /> The collection and/or disposal of refuse within the <br /> boundaries of the Civil City of South Bend shall be governed by <br /> this chapter and by rules promulgated by the Board of Public <br /> Works to effectuate the operation and intent of this chapter. <br /> The Department of Public Works shall supervise and monitor such <br /> collection and disposal activities to assure that the <br /> requirements of this chapter and the rules of the Board of Public <br /> Works are followed. <br /> -- ' - • <br /> provide for the collection and disposal of trash and garbage from <br /> his premises at least once a week. <br /> (b) The City shall not collect and dispose of garbage or <br /> trash from any residential unit unless said collection and <br />
