Administration of chapter. <br /> The City Engineer Director of the Department of Public Works <br /> shall be responsible for the administration and carrying into <br /> effect of this chapter, except for certain duties delegated by <br /> this chapter to other such persons, as set forth in this chapter. <br /> ARTICLE 2 .
