Sec. 16-21. Depositing commercial and noncommercial handbills <br /> on uninhabited or vacant premises. <br /> (a) No person shall throw or deposit a commercial or <br /> noncommercial handbill in or upon a private premises which is <br /> temporarily or continuously uninhabited or vacant, except by <br /> handing or transmitting such handbill directly to the owner, <br /> occupant or other person then present in or upon such private <br /> premises . <br /> (b) In case of inhabited private premises which are not <br /> posted, the distributor, unless requested by anyone upon the <br /> premises not to do so, shall have the authority to place or <br /> deposit a handbill in or upon such inhabited private premises, if <br /> the handbill is so placed or deposited as to secure or prevent <br /> the handbill from being blown or drifted about such premises or <br /> sidewalks, streets or other public places . <br /> (c) Mailboxes may not be used when prohibited by Federal <br /> postal law or regulations. <br /> Sec. 16-22. Exemption for mail and newspapers. <br /> The provisions of section 16-21 shall not apply to the <br /> distribution of mail by the United States, nor to newspapers . <br /> Sec. 16-23. Posting notices. <br /> No person shall post or affix a notice, poster or other <br /> paper or device, calculated to attract the attention of the <br /> public, to a lamp post, public utility pole or shade tree or upon <br /> any public or private structure or building, except as may be <br /> authorized by the owners thereof or required by law. <br /> Sec. 16-24 . Litter on occupied private property. <br /> (a) No person shall throw, deposit or store litter on any <br /> occupied private property, whether owned by such person or not . <br /> (b) The owner or person in control of private property may <br /> maintain private receptacles for collection and removal of litter <br /> in such a manner that the receptacles shall not be unsightly and <br /> detrimental to the surrounding neighbors . <br /> Sec. 16-25. Owner to maintain premises free of litter. <br /> (a) The owner or person in control of private property shall <br /> maintain the premises free of litter at all times . <br /> (b) This section shall not prohibit the storage of litter in <br /> private receptacles for collection. <br /> Sec. 16-26. Keeping bodies of water free from litter. <br /> Any property owner and occupant thereof abutting bodies of <br /> water, to the extent of his ownership or occupancy, shall keep <br /> the banks and stream beds and bodies of water free of litter, <br /> refuse and rubbish, regardless of the source of the litter. <br /> ARTICLE 4 .
