South Bend' <br />Rescheduled <br />6. NEW BUS <br />d. Con <br />mient Commission <br />Meeting - December 5, 1986 <br />(cont.) <br />Mr. Pitts noted that this lease will fill the <br />last storefront in the State Theatre. <br />Construction has begun which will render the <br />stor front "tenant- ready ". The DeGraffs hope <br />to be open for business by January 1, 1987. <br />This lease differs from the other State <br />Theatre storefront leases in that it has a <br />reimbursement schedule if the lease is <br />canc lled by the Redevelopment Commission <br />prior to five years. <br />Upon a motion by Mr. Piasecki, seconded by Mr. COMMISSION APPROVED A LEASE WITH <br />Combs, and unanimously carried, the Commission ROBERT AND HELEN DEGRAFF FOR PROF <br />approved the lease with Robert and Helen LOCATED AT 216 SOUTH MICHIGAN ST. <br />DeGr ff for property located at 216 South <br />Michigan Street. <br />7. PROGRESSIREPORTS <br />Mr. Hunt noted that we have been working with <br />Center City Asociates, MACOG, the Police, the <br />Board of Public Works and other city agencies <br />to develop an on- street parking plan for the <br />downtown Approximately 500 questionnaires <br />were sen to downtown businesses and a 22% <br />response was received. <br />Ms. Matthews explained that two options for <br />the on-street parking plan were presented to <br />downtown business for an indication of their <br />preference as well as other suggestions. The <br />clear pr ference was for a plan which would <br />allow one-hour parking within an inner core <br />area and two -hour parking within an outer core <br />area. New signage for the plan is expected to <br />be in place by the end of January. <br />The major problem is misuse of parking spaces <br />by downtown employees. Stricter enforcement <br />of parking regulations is expected to curb <br />that problem. Ms. Schwartz noted that <br />stricter enforcement will chase away customers <br />as well as free up parking for them. This <br />will be a necessary trade -off. Ms. Derbeck <br />questioned if the survey addressed where <br />employees should park. Ms. Matthews noted <br />that that question is being addressed by an <br />-4- <br />
