Upo a motion made by Mr. Piasecki, seconded by 4r. Combs and unanimously carried, the Coinnission approved an amendment to the Emergency Repair Program Guidelines. for ?lines for the South Bend Central Area. Mrs Kolata explained that when the Central Business District, Monroe Park and East Bank were merged into the South Bend Central Development Area the Commission established the Design Review Committee process and design guidelines. To date the Committee has operated with the existing design guidelines that were in place for each of the three separate areas. Before the Commission today are revised guidelines for the entire area. Ms. Matthews explained that the new guidelines are broken down into various categories. The first category is rehabilitation guidelines for the downtown and East Bank for anything occuring with existing structures or lots. There are also separate new construction guidelines for the downtown and the East Bank. There are also guidelines for the Monroe Park area which are divided into residential, comnercial and industrial guidelines. The way the guidelines differ from the existing ones varies depending on the area. Within the Central Business District the only guidelines that have ever been in place were written in 1968. The guidelines have been revised to inc ude the new aspects of rehabilitation as wel as new construction within the Central Business District. Within the East Bank the guidelines are basically reiterating the existing guidelines and are a little more exp icit including some items that are reqViired in design considerations and building spe ifications for Redevelopment disposition COMMISSION APPROVED AN AMENDMENT TO THE EMERGENCY PROGRAM GUIDELINES
