Combs and unanimously carried, the <br />Coinnission approved an amendment to the <br />Emergency Repair Program Guidelines. <br />for <br />?lines for the South Bend Central <br />Area. <br />Mrs Kolata explained that when the Central <br />Business District, Monroe Park and East Bank <br />were merged into the South Bend Central <br />Development Area the Commission established <br />the Design Review Committee process and design <br />guidelines. To date the Committee has <br />operated with the existing design guidelines <br />that were in place for each of the three <br />separate areas. Before the Commission today <br />are revised guidelines for the entire area. <br />Ms. Matthews explained that the new guidelines <br />are broken down into various categories. The <br />first category is rehabilitation guidelines <br />for the downtown and East Bank for anything <br />occuring with existing structures or lots. <br />There are also separate new construction <br />guidelines for the downtown and the East Bank. <br />There are also guidelines for the Monroe Park <br />area which are divided into residential, <br />comnercial and industrial guidelines. The way <br />the guidelines differ from the existing ones <br />varies depending on the area. Within the <br />Central Business District the only guidelines <br />that have ever been in place were written in <br />1968. The guidelines have been revised to <br />inc ude the new aspects of rehabilitation as <br />wel as new construction within the Central <br />Business District. Within the East Bank the <br />guidelines are basically reiterating the <br />existing guidelines and are a little more <br />exp icit including some items that are <br />reqViired in design considerations and building <br />spe ifications for Redevelopment disposition <br />COMMISSION APPROVED AN <br />AMENDMENT TO THE EMERGENCY <br />PROGRAM GUIDELINES <br />
