COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE <br />The March 24, 2008 meeting of the Community and Economic Development Committee of the <br />South Bend Common Council was called to order by its Chairperson, Derek D. Dieter at 3:30 p.m. <br />in the Council's Informal Meeting Room. <br />Persons in attendance included Councilmember's Tom LaFountain, David Varner, Oliver Davis; <br />Catherine Andres, Citizen Member, Mark Smith, Citizen Member, Kathleen Cekanski-Farrand, <br />Council Attorney, John Voorde, City Clerk. <br />Committee Members present, Ann Puzzello, Member, Karen L. White, Member, Henry Davis, Jr., <br />Vice-President. <br />BILL NO. 15-08 <br />Ann Kolata explained that the $794,576.67 appropriation request represented the amount of the <br />settlement paid to the city by the Oliver Corp. to remediate any environmental problems found on <br />site as the city proceeds with this brownfield development. Chairman Dieter asked if any other <br />hazards were anticipated. Kolata diminished the possibility stating the deal holds Oliver Corp. <br />harmless in the future should environmental damage be found Varner asked how money was to <br />be spent. Kolata listed continued demolition costs as well as road and other infrastructure as <br />probable costs to be covered. Councilmember Puzzello made a motion, seconded by Council <br />Member White that Bill 15-08 be recommended favorably to Council. The motion passed. <br />BILL N0.08-23 <br />B i 11Schalliol described the abatement petition as a 5 year residential request. Mike Urbanski of <br />Garden Homes, the builder, described the construction as similar to one the Council granted last <br />year 2 doors down, not dissimilar to 300 or so others granted by the Council over past years. <br />Catherine Andres asked if residential abatements were automatically granted? Kathleen <br />Cekanski-Farrand and Councilmember Varner responded that was pretty much routine as long as <br />procedures were followed. Councilmember White made a motion, seconded by Councilmember <br />Puzzello that Bill No. 08-23 be recommended favorably to Council. The motion passed. <br />BILL NO.08-24 <br />B i 1.1Schalliol described the personal property abatement request from Triangle Machine. Both <br />Schalliol and Don Inks were very supportive of the request, Wally Schrubkowski, owner of <br />Triangle said the $75,000 investment in equipment would create 1 new job and save 2 others. <br />Work would be done in house instead of farming it out to Michigan. Councilmember White <br />made a motion, seconded by Councilmember Henry Davis, Jr. that Bill No. 08-24 be <br />recommended favorably to Council. The motion passed. <br />Miscellaneous Business <br />A progress report on Eddy St. Commons was handed out to the Council and is attached. <br />There being no further business to come before the Committee, Chairperson Derek D.
