South Bend
Regular Me,
elopment Commission
- February 14, 1986
6. NEW BUSINESS (Cont.)
b. Continued...
Mr. Hunt addressed the main points of Joint
Resolution No. 15 -1986 that has been adopted
by the Board of Directors of TRANSPO relating
to the use of the land at Jefferson and Main
that TRANSPO presently owns. Originally
TRANSPO proposed a $2.5 transit center to be
constructed with UMTA funds on the site. Due
to changes in TRANSPO's priorities, needs and
operations, a good portion of the $2.5 million
was expended for new buses. This left
approximately $700,000 available for the
transit center. At that point in time the
Co ssion determined that was not the highest
and best use for that corner of land in the
do town. The Com- nission was interested in
what would serve the community better in the
long run both from the redevelopment
standpoint, in terms of private investment in
the downtown, and public transportation.
There have been extensive discussions and
negotiations between the Commission, TRANSPO
and staff. Through Joint Resolution No.
15-1.986 the Redevelopment Commission and
TMISPO agree to amend the existing agreement,
deed and contract for sale of land to reflect
the following changes to TRANSPO's proposed
dev lopment of the property and to the
con inued ownership by TRANSPO.
TRANSPO, agrees to construct a transfer center
that is similar to that being constructed in
Mishawaka with an extensive canopy treatment
and a small building to be available only for
T SPO's drivers and service employees.
TRADISPO agrees to construct these improvements
at a cost not less that $362,000. The
proposed development would consist of a series
of canopies, a 4,000 square foot building,
10-1.2 passenger shelters, and site
improvements. TRANSPO agrees to develop the
sit with as much natural landscaping as
possible. Redevelopment would agree to
maintain the natural landscaping with the
River Bend Plaza crew. TRANSPO has agreed to
subndt their plans to the Design Review
CoiTndttee by June 1, 1986. The construction
of the improvements on the property would
begin no later than 60 days after the Design
