South Bend
Regular Me
elopment Ccmmdssion
- February 14, 1986
6. NEW BUSINESS (Cont.)
a. c:onninuea...
con entration of deterioration in the north
pla4t complex as compared to the area as a
Regarding the sub -areas adjacent to the
Studebaker complex, the staff found that in
the area just east of the plant, approximately
1/3 of the land and buildings are presently
either vacant or underutilized.
Finally, in the adjacent fringe area, the
staff found that approximately 280 of the
buildings were classified as being in poor or
very poor condition. Approximately 35% of all
residential units in the area are classified
as being in poor or very poor condition. The
condition of commercial and industrial
stiaLctures in the area is quite a bit better.
In the main plant area there are several
buildings in deteriorated condition, while in
the fringe area most of the commercial and
ind strial structures are in relatively good
condition. This shows that the area is
leaning towards commercial and industrial
development and could support such with all
the surrounding vacant land, and relatively
good condition of the commercial /industrial
buildings and the relatively poor conditions
in the area. Mr. Pocius distributed
photographs of the area supporting the fact
that the environmental conditions in the area
are also very poor. This is primarily based
on the existance of some left over industrial
debris, overgrown grass, weeds, etc., and
abandoned vehicles.
The Chair asked if there were any comments or
que tions from the public. There were none.
Mrs Kolata noted that attached to the back of
Res lution No. 764 is the following Finding of
Fa s related to the Studebaker Corrdior
Dev lon ment Area:
1.
Almost half (48.6 %) of the total building
floor area in the Studebaker Plant Complex is
vacant or underutilized.
