NEW
a. ssion discussion and action on proposa
for Parcels E3 -3 and E3 -4 in the South Bend
Area.
Mr. Hunt explained that Parcels E3 -3 and E3 -4
relate to the piece of property of
approximately one acre immediately north of
the Niles /Washington Avenue turnaround in the
East-. Bank. The property was placed up for bid
quite some time ago. A bid was received at
the minimum bid price. Unfortunately the
project could not move ahead due to the death
Of the bidder, Mr. Joseph Donlon. Since that
ti the staff has talked to numerous
developers about the site, and some proposals
have been put forth to the Commission over the
last. two years. One of those proposals
involves Mill Race Apartments. The lead
partner in this project is Mr. Gene Conard.
The proposal is for a $20 million project with
a 1 story apartment complex containing 208
units, a mixture of efficiency, one and two
be ooms units, with 20,000 square feet of
cormercial space on the first floor, and a
7,O CO square foot restaurant proposed for the
top floor of the building. Mr. Conard,
representing a development group, has made an
offer to the Commission. The Commission has
reviewed the proposal relating to legal issues
and technicalities involving any type of
conveyance. What has complicated the project
is the action that Congress may be taking in
-2-
