NEW <br />a. ssion discussion and action on proposa <br />for Parcels E3 -3 and E3 -4 in the South Bend <br />Area. <br />Mr. Hunt explained that Parcels E3 -3 and E3 -4 <br />relate to the piece of property of <br />approximately one acre immediately north of <br />the Niles /Washington Avenue turnaround in the <br />East-. Bank. The property was placed up for bid <br />quite some time ago. A bid was received at <br />the minimum bid price. Unfortunately the <br />project could not move ahead due to the death <br />Of the bidder, Mr. Joseph Donlon. Since that <br />ti the staff has talked to numerous <br />developers about the site, and some proposals <br />have been put forth to the Commission over the <br />last. two years. One of those proposals <br />involves Mill Race Apartments. The lead <br />partner in this project is Mr. Gene Conard. <br />The proposal is for a $20 million project with <br />a 1 story apartment complex containing 208 <br />units, a mixture of efficiency, one and two <br />be ooms units, with 20,000 square feet of <br />cormercial space on the first floor, and a <br />7,O CO square foot restaurant proposed for the <br />top floor of the building. Mr. Conard, <br />representing a development group, has made an <br />offer to the Commission. The Commission has <br />reviewed the proposal relating to legal issues <br />and technicalities involving any type of <br />conveyance. What has complicated the project <br />is the action that Congress may be taking in <br />-2- <br />
