NEW BUSINESS (Cont.) <br />a. uonr-inuea... <br />7. <br />A copy of Resolution No. 737 of the <br />Redevelopment Commission with a copy of the <br />Development Plan attached. <br />Mr. Nimtz asked for any objections to entering <br />these documents and materials into the record. <br />No objection was heard. The Chair introduced <br />the documents presented into the record. <br />Mrs Kolata noted that as of 10:00 a.m., June <br />14, 1985, there were no written remonstrances <br />received relating to the Public Hearing. <br />The Chair observed there were no remonstrances <br />received prior to the Redevelopment Commission <br />meeting concerning the Public Hearing. <br />Mrs Kolata explained that on May 10, 1985, <br />the Commission adopted Resolution No. 737 <br />which merges and expands three existing <br />Redevelopment areas. This was done for three <br />major reasons. First, from a planning <br />stwidpoint the areas are all inter - related. <br />Physical development in one area affects the <br />others. In order to maximize Redevelopment's <br />revitalization efforts we need to have a <br />co rehensive plan that views all three areas <br />as one functional area. Also by expanding the <br />arais, we tie land that is directly related to <br />our Redevelopment efforts into that <br />Redevelopment project area. The second reason <br />for the merger was to increase our efficiency <br />in the management of the Redevelopment areas. <br />This happens from a filing, accounting and <br />record keeping standpoint. The third major <br />purpose for merging the area is to merge the <br />existing tax incremental financing allocation <br />arels. <br />Before adopting the resolution, the staff of <br />the Department re- examined the conditions in <br />each of the three existing Redevelopment <br />Arats, the four expansion areas, and the new <br />merged South Bend Central Development Area as <br />a whole. Some pf the items that staff looked <br />into were the inventory of vacant land, vacant <br />buildings, underutilized land, underutilized <br />buildings, building conditions, environmental <br />-7- <br />
