Luecke <br /> President <br /> South Bend Common Council <br /> 4th Floor, County City Building <br /> South Bend, IN 46601 <br /> Dear Steve: <br /> The attached bill transfers $45,000 in federal Urban Development Action Grant Finds from <br /> the Sample-Ewing Development Area (SEDA) to two new activities in our Good <br /> Neighbors/Good Neighborhood Initiative. <br /> The two new activities to be funded from this transfer are the Neighborhood Planning Forum <br /> ($20,000) and the Neighborhood Youth Development Initiative ($25,000). The purpose of <br /> the Neighborhood Youth Development Initiative (NYDI) is to develop a strategic plan to <br /> improve this community's delivery of youth service and development activities. An informal <br /> network of approximately twelve youth service and development agencies have been meeting <br /> to discuss new, more effective ways to serve the young people of our community. These <br /> agencies plus a number of our young citizens will work together to develop this strategic plan <br /> over a twelve month period. The strategic plan will focus on small scale, neighborhood <br /> oriented efforts. The Youth Service Bureau will provide the necessary staff services, <br /> oversight and administrative support. A list of some of the participants in the informal <br /> process is also attached to this letter. <br /> The second neighborhood-based activity to be funded from this proposed appropriation is the <br /> Neighborhood Planning Forum (NPF). We are proposing that $20,000 be appropriated to <br /> support the development of a city-wide neighborhood improvement strategy. This strategy <br /> will not be a detailed neighborhood-by-neighborhood plan. Rather, we hope to develop a <br /> broad policy document in conjunction with the neighborhood organization and related groups <br /> that will guide this community's decision making process in such areas as zoning/rezoning, <br /> County-City Building • South Bend, Indiana 46601 • 219/284-9261 • Telefax 219/284-9892 <br />
