Upon a motion made by Ms. Auburn, seconded by Mr. Donoho and unanimously carried, the ComTassion authorized the President and Secretary to sign the Owners Certificate of the Mill Race Subdivision. e. Comnission ratification requested for a proc.osal from Hurtt /Kenrick and Associates for facade design and guidelines for the Central Business District. Mr. Hunt explained that the Corrmission had been contacted individually for authority to proceed with a proposal from Hurtt /Kenrick & Associates for facade design and guidelines for the Central Business District. Mr. Hunt explained that Redevelopment has been working with the Downtown Technical Advisory Committee and James E. Childs & Associates for over a year to develop a revised master plan for the downtown. As part of the master plan the existing building facades have been examined. It was determined that it is important to have a concept or plan for the treatment of some of those facades. In moving ahead with that plan it is necessary to have an architectural firm work with the staff in developing that component of the overall master plan. Ms. Gretchen Mathews explained that a survey was done of the entire downtown area and fifteen key buildings were identified. These buildings are mostly along Michigan Street. Hu t /Kenrick will examine the buildings, research their original facades, research what changes have occurred in these facades, and prepare design proposals for what could be done to enhance the appearance of the facade of each building. Based on these designs Hu tt /Kenrick will assist the staff in revising the existing guidelines for facades -5- COMMISSION AUTHORIZED THE PRESIDENT AND SECRETARY TO SIGN THE OWNERS CERTIFICATE OF THE MILL RACE SUBDIVISION
