A certified copy of Resolution No. 1108 -83 of the Common Council of the City of South Bend relative to the subject of the Public Hearing. A copy of Resolution No. 690 of the Redevelopment Commission with a copy of the Urban Renewal Plan attached. Mr. Nimtz recognized and received the various documents and ordered them to be entered into the record. Mrs. Kolata explained that there are three changes to the Central Downtown Urban Renewal Ar a plan. The first one was to amend the area of the redevelopment area. The second change was to expand the allocation area for tax incremental financing. The change would allow the entire expanded area to became one allocation area. The third change is to make changes relative to the design review conmittee structure to provide for a core ccnmittee of five people as well as two re resentatives from the downtown redevelopment area. Mrs. Kolata then read the following Finding of Facts relating to the conditions of slum an blight in the Central Downtown Urban Renewal Area: The South Bend Redevelopment Commission has co ducted a study of the Central Downtown Ur an Renewal Area ( "Area "). Based upon that study and following the other procedures required by I.C. 36 -7 -14 (the "Act ") including public hearing, the Redevelopment Co fission hereby finds that the Area has become blighted to such an extent that such conditions cannot be corrected by the regulatory process or by ordinary operations of private enterprise without resort to the pr visions of the Act and that the public he lth and welfare will be -4-
