It <br /> has been reported to the Police Department that individuals who are not licensed by the <br /> City are approaching South Bend residents at their homes and offering to do tree work. <br /> In August 2011, the City was able to obtain a judgment granting an injunction against <br /> Gary Wayne Franklin(photograph is attached) and Rick Franklin, prohibiting them from <br /> operating any tree service or arborist business within the City of South Bend. They had <br /> been operating under Wayne's Tree and Landscaping Service, but the order prohibits <br /> them from operating under any name. <br /> The injunction does not allow the two men to operate within the limits of the City of <br /> South Bend. However, it does not prohibit them from doing arborist work outside the <br /> City limits.
