He also believes the Council could do more <br /> to ask the Police to fine the students and to arrest underage drinkers.Mr. Costello is thankful for the Police coming <br /> out and quieting the students down. However, he also believes Council could do more to get Code Enforcement <br /> to fine the students that leave garbage in neighbors' yards and not taking their recycling bins and trash bins back <br /> to the curb. He believes the Council could have done more to ask Notre Dame to be more responsible in <br /> disciplining unruly students. He believes it is not as bad, but it is still going down and it is because very few <br /> homeowners want to live there. He believes it's a sad situation. <br /> Tim Sexton believes the Coalition has been a body where significant relationships have been formed to the point <br /> where phone calls can address situations. Seniors are living next to Mr. Costello could be great but then they <br /> graduate in May and a new group comes in and that group might be different. The University deals with students <br /> living in off-campus housing, specifically interacting with their behavior off campus. There are programs that <br /> exist now that didn't exist back in the day. There has also been a lot of revitalization in those areas. Now, also, a <br /> student can't move off campus until they are a senior. Mr. Sexton believes there are a lot of positive things that <br /> have come from the Coalition. <br /> Chairperson Tomas Morgan then opened the floor to informal discussion in review of the current Ordinance and <br /> its content.This discussion consisted of more history,conversations about grant seeking and possible new avenues <br /> of how the CCAC could help support low-income members of the community have more access to college and <br /> the campuses. There was also conversation about public safety as well as off-campus student activities that are <br /> cross-campus. There was a consensus that the scope of the Ordinance needs to be further defined as less negative <br /> or punitive. Mr. Nussbaum encouraged new off-campus students to meet with their neighbors early in the year. <br /> He also encouraged the CCAC to get on the full Council's agenda to report on the relationships and invite <br /> neighbors and students to come to that meeting. <br /> Chairperson Tomas Morgan encouraged members to email suggestions to her at rtomasmo@southbendin.gov. <br /> Chairperson Tomas Morgan then opened the floor to announcements and updates from members of the CCAC. <br /> Holy Cross College Representatives Updates/Concerns: <br /> Mike Griffin announced that March 27th will be an open house for high school students all around South Bend <br /> who need help filling out their FAFSA. <br /> Rylee Horn announced a relationship with their ROTC program as well as their Boys Basketball team making it <br /> to the National Tournament. There is also an Expo on April 23"`` in the middle of IDEA Week to support <br /> entrepreneurs. <br /> Ivan Martinez announced that March PI will be the elections for the new student body executives as well as the <br /> Student Senate. <br /> University of Notre Dame Representatives Updates/Concerns: <br /> Tim Sexton announced that Marguerite Taylor from the Robinson Community Learning Center has had some <br /> health issues but has been released from the nursing home she was in and is living with her sister now. He believes <br /> both she and LuElla Webster from the Robinson Community Learning Center will be at the next CCAC meeting. <br /> The Robinson Community Learning Center had their anniversary celebration on February 1 4th <br /> Leah Kicinski announced that March 27th will be the Landlord Summit and Spring Housing Fair. That is an <br /> opportunity for local landlords to come and hear from the University of Notre Dame and connect them to the off- <br /> campus housing website.
