Committee Chair Troy Warner stated, The goal and purpose of the Health and Public Safety
Committee is to oversee the various activities performed by the Fire and Police Departments,EMS,
Code Enforcement, Ordinance Violations Bureau and aspects related to Health and Public Safety
matters. I have handed out the report that was submitted by the Chair of this Committee from last
year. They had a lot of things going on last year, and hopefully, we can keep up that progress.
There are some recommendations on page five(5) of the report for 2020, including involving the
IT Department into the Committee and trying to come up with some technology that might make
the Committee more efficient. Potentially restructuring Committees to involve the sub-
committees. Also, the branding of Wellness in the title of the Committee.
Committee Chair Troy Warner spoke about trying to find ways to have more collaboration with
the Board of Public Safety. He stated that he had a recent meeting with the Department Head of
the Animal Care and Resource Center in regard to the rewriting of the Animal Care Ordinance. He
spoke about the possibilities of being able to receive a quarterly or annual report or summary from
the 311 Department on what the complaints or issues are that they are receiving, what the
dispositions of those are and how are they resolved and being able to see some numbers and data
from the 311 Department.
Committee Chair Troy Warner stated that he is looking to get more updates and information on
the progress of the RSVP program within the first (1st) quarter from the Code Enforcement

Department. He stated that is also looking to get an update on the Weather Amnesty Program early
on within the second(2nd) quarter to find out what works, what doesn't work and what is the plan
for 2020.
He continued, stating that he would like to get an update on the Peacemaker Grant Initiative. He
stated that he'd like to know how things are going with it as well as where the money is going, and
what the groups are doing. He would like to get a report maybe later this quarter or in the second
(2nd) quarter.
Committee Chair Troy Warner opened the meeting to the rest of the committee members for any
thoughts, ideas, goals or things that they'd like to see or accomplish in 2020 either in conjunction
with the existing goals or in opposition to the existing goals.
Committeemember Sharon L. McBride stated that she is looking forward to continuing the work
on the remaining/outstanding 2019 goals in 2020.
Committeemember Sheila Niezgodski spoke about the need to really be able to manage the 911
center portion of the goals for 2020.
Committeemember Rachel Tomas Morgan spoke about the fact that she is looking forward to
being able to move forward with a few very specific items which involve the Climate Action Plan
that was approved in 2019 as well as tackling the homelessness issues that the City of South Bend
has.
Councilmember Tim Scott spoke about the RSVP program as well as the need to have some serious
conversations regarding the Code Enforcement Department and their ability to be able to do their
job to best of their ability with regard to people who may be creating issues in our neighborhoods.
He also spoke about the Collective Bargaining Agreement for the South Bend Police Department
that will be coming up for discussion soon and how some of the Councilmembers will be pulled
in on that conversation. He stated that PSAP will be a big conversation to have.
Councilmember Karen L. White stated that she spoke to the Common Council Attorney, Bob
Palmer regarding taking a historical look of standing committees and how standing committees
were formulated and what they were based on. I will send that information to all the
Councilmembers to look at.
