®CITY OF SOUTH BEND OFFICE OF THE CLERK <br /> Committee Chair Troy Warner gave each Committeemember and each Councilmember the <br /> opportunity to asks questions and or make comments regarding Bill No. 59-19. <br /> Committee Chair Troy Warner turned the meeting to the public for anyone wishing to speak either <br /> in favor or opposition to Bill No. 59-19. <br /> Leah McLaughlin, 1120 Georgiana Street, South Bend, IN spoke in favor of Bill No. 59-19. <br /> Committee Chair Troy Warner turned the meeting back to the Committee for a vote. <br /> Committeemember Sharon McBride made a motion to send Bill No. 59-19 to the full Council with <br /> a favorable recommendation. The motion was seconded by Councilmember Rachel Tomas- <br /> Morgan and carried with a voice vote of four(4) ayes. <br /> Bill No. 60-19-Amending Municipal Code Regarding Special Events <br /> Aladean DeRose, City Attorney for the City of South Bend Legal Department with offices on the <br /> 12th floor of the County-City building, gave a brief overview of Bill No. 60-19, which included <br /> minimal changes that are being proposed. <br /> Sergeant Brad Rohrscheib, 701 W. Sample Street, South Bend, IN spoke about the minor changes <br /> that are being proposed for the current ordinance regarding rules, regulations and parameters for <br /> special events. Sergeant Rohrscheib stated that these changes would be helpful and beneficial to <br /> the community with regard to special events that are held, using block parties as an example of a <br /> special event, which is also categorized as a tier one(1) event. <br /> Committee Chair Troy Warner gave each Committeemember and each Councilmember the <br /> opportunity to asks questions and or make comments regarding Bill No. 60-19. <br /> Committee Chair Troy Warner turned the meeting to the public for anyone wishing to speak either <br /> in favor or opposition to Bill No. 60-19. <br /> Mr. Murray Miller, 23698 Western Avenue, South Bend, IN made a general comment regarding <br /> concerns that he has with the current application process versus any new process for special events. <br /> Committee Chair Troy Warner turned the meeting back to the Committee for a vote. <br /> Committeemember Rachel Tomas-Morgan made a motion to send Bill No. 60-19 to the full <br /> Council with a favorable recommendation.
