NEW BUSINESS ( font. ) <br />a. uontinuea... <br />Mrs. Kolata noted that if a property is on the <br />National Register or a historic landmark <br />its if then the City has specific procedures <br />to ollow with the use of federal funds. <br />Mr. Gilbert stated that he felt South Bend has <br />a vary good base in the work being done in the <br />residential neighborhoods. The multiple <br />resource nomination will be a very effective <br />approach to the downtown which is the hardest <br />ar in which to achieve historic preservation <br />re <br />s lts. <br />Mr. Gilbert explained that the National <br />Register of Historic Places was set up by <br />Congress in 1966 as a nation wide inventory <br />which now includes more than 25,000 buildings. <br />He Stated that approximately 220 local <br />his oric districts have been certified. He <br />also stated that 92% of the people applying <br />for the certification qualify. <br />Mrs Kolata asked if the work that has to be <br />done for tax credits has to be approved by the <br />State Historic Preservation Office. Mr. <br />Gilbert said that it did. Mrs. Kolata asked <br />if Mr. Gilbert has had any comments over the <br />way various states handle applications, <br />eva uations and the timeliness of these <br />app ications. Mr. Gilbert stated that the <br />regulations have a forty -five day review <br />period at the state level and a forty -five day <br />review period at the federal level. He stated <br />tha a great deal depends on a good <br />application being submitted. Mr. Butler <br />stated that the application review within the <br />State of Indiana is much longer. He stated <br />that the State office funding is woefully <br />inadequate and thereby the number of people <br />who are working at the state level on these <br />applications are not sufficient. Mr. Gilbert <br />stated that built into the regulations is a <br />regiirement for speedy handling of <br />applications and the five federal regional <br />Offices have had to add staff to acco mtodate <br />
