South Bend <br />Regular Me( <br />6. NEW BU: <br />c. Col <br />elopment Commission <br />- March 25, 1983 <br />(Cont.) <br />Mr. Herman Lee explained that the petition <br />is for 1116 South Main Street which is within <br />a abatement impact area. It is a mini- <br />mall project and the petitioners have located <br />their liquor store in the project and are in <br />the process of leasing the remaining space. <br />There are currently six permanent jobs, with <br />the possibility of more. There is no problem <br />with eligibility because the project is clearly <br />within a tax abatement area. However, there <br />was a technical problem, the project was con- <br />stricted prior to the petition being filed, <br />largely because of a misunderstanding between <br />the staff and the petitioner. For that reason <br />the staff recommends that the petition is for- <br />warded to the Common Council without recommend- <br />Mr. Larry Ambler, the petitioner's attorney, <br />was present to answer questions of the Commis- <br />Ms. Auburn suggested that as a staffing agency <br />for the Common Council, it is our responsibility <br />to have the procedural guidelines available for <br />veo le who cane in contact with our office. <br />Ms. Auburn made the motion that the staff report <br />be accepted by the Commission and it be referred <br />to the Common Council without recommendation for <br />their action. The motion was seconded by Mr. <br />Robinson and unanimously carried. <br />Mrs. De beck expressed her concern about the length <br />of times in reaching a decision on awarding the bids <br />received March 7, 1983. <br />Mr. Hun explained that there are several issues <br />involvel in this project such as including the <br />Studebaker Museum, financing, a possible UDAG, <br />public hmprovements, timing of the project and <br />use of tax incremental financing. He explained <br />that it takes some time to put a project such as <br />this tolether and it is not just going to be a <br />simple straight conveyance of property. He stated <br />that-there are a lot of things to negotiate that <br />will take time. <br />-5- <br />TAX ABATEMENT FOR 1116 S. <br />MAIN STREET (JOSEPH A. AND <br />GERALDINE L.
