S. <br /> DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S EMERGENCY <br /> SHELTER GRANTS PROGRAM <br /> STATEMENT OF PURPOSE AND INTENT: <br /> In order to deliver services to homeless individuals within our community the <br /> City of South Bend received funds from the U. S. Department of Housing and Urban <br /> Development for the delivery of such services through various subgrantees. The funds <br /> appropriated in this ordinance will aid in defraying the costs of shelter operation and <br /> maintenance and in providing essential services and assistance in homeless prevention. <br /> NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City <br /> of South Bend, Indiana: <br /> Section I. The sum of $99,000.00 is hereby appropriated and allocated <br /> among accounts as set forth below: <br /> PROJECT NUMBER DESCRIPTION AMOUNT <br /> ES 94-1 Center for the Homeless, Inc $40,000 <br /> ES 94-2 St. Joseph County AIDS Task Force 12,012 <br /> ES 94-3 Youth Service Bureau of 17,963 <br /> St. Joseph County <br /> ES 94-4 YWCA of St. Joseph County 24,125 <br /> Administrative Costs 4,900 <br /> Total: $99,000 <br /> Section II. No costs will be incurred or funds expended for any of the <br /> programs addressed in this ordinance prior to completion and subsequent certification of the <br /> Environmental Review Process specified in Title Twenty-four (24) Part Fifty-Eight (58) of the <br /> Code of Federal Regulations, containing the Environmental Review Procedures for the <br /> Emergency Shelter Grants Program, and the receipt of an official release of funds from the <br /> U.S. Department of Housing and Urban Development. <br /> Section III.
