STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: March 5, 2020 <br />Application Number: 2020-0224 <br />Property Location: 713 W LaSalle <br />Architectural Style/Date/Architect or Builder: Free Classic/1884/Bernhard <br />Neitzel <br />Property Owner: Kahlil Smylie and Doniele Funkhouser <br />Landmark or District Designation: Historic Landmark (Ordinance <br />#7858-88); National Register West LaSalle Historic District <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/SITE: Two story plus attic Free Classic house with an irregular plan. Siding <br />is original wood clapboard with the attic story of wood shingles and a decorated cornice. Wrap around porch is <br />supported by paired Doric columns. Windows are original wood in a variety of styles including Palladian in attic <br />dormer, 1/3 over 2/3 double hung, curved front picture, and 1/1. A gothic picket fence spans the front yard. Built by <br />Bernhard Neitzel, a South Bend carpenter, the residence is a good example of what a carpenter could do with <br />pattern books of architectural styles which were available to the public at that time. <br />ALTERATIONS: AA 2019-1119A approved installation of a 15” x 11” historic site plaque near front entrance <br />mounted on siding. RME 2017-0515 approved “jack up and stabilize porch roof, remove and replace rotted wood, <br />remove and replace brick, install new mortar, repair/repaint railings, and replace stone steps with new stone steps of <br />same size – all work to be completed with in-kind materials. COA 2008-0521 denied replacing original wood <br />siding and replacing original wood windows. COA 1999-0806 approval to construct a railing and install second <br />story deck in rear of house and stairway to access. COA 1997-0715 approved installation of gothic picket fence <br />with gate at front and gothic privacy with gate in rear. <br />APPLICATION ITEMS: “Windows- Strip paint from sash friction and impact surfaces and troughs of windows <br />L2, L3, L4, L5, L6, L7, L8, L9, L10, L11, L12, L13, L16, L18, 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 16, 17, 18, 19, 20, <br />and 21. Install white vinyl jamb liners. Wet scrape all other none stripped window components and repaint with a <br />lead paint encapsulant. A top coat of latex paint, color chosen by homeowner, will then be applied to window <br />components. The scope includes alternate option to replace 32 windows with wooden or vinyl replacement <br />windows though this is not the option seeking approval currently. Strip all paint from the sash of window 14 and <br />repaint with latex paint, color chosen by owner. Window L1 (curved window) will be fixed shut. All painted <br />window components will be wet scraped and then repainted with a lead paint encapsulant. A coat of latex paint <br />will be applied, color chosen by owner. The friction and impact surfaces of 5 exterior entrance doors will be <br />stripped. The non-stripped surfaces will be wet scraped and repainted with a lead paint encapsulant. All door <br />components will then receive a top coat of latex paint, color chosen by owner. The exterion foundations walls on <br />sides B, C, and D will be stirpped of all paint and repainted with a lead paint encapsulant. A top coat of latex paint <br />will be applied, color chosen by owner. On sides A, B, and C the top 4” of topsoil will be removed and replaced in <br />the dripline. The porch floor on side D will be removed and replaced with similar tongue and groove flooring. A <br />top coat of the homwowners choice will then be applied. The scope of work also contains an alternate option to <br />stripe this floor surface, but the before mentioned option is preferred. Side A porch floor has already been <br />replaced. Wet scrape and repaint all porch columns, porch beams, porch newel posts, siding, soffit, fascia, trim, <br />and porch ceilings with lead encapsulant and topcoat chosen by the homeowner. Please see the 25 page scope of <br />work for additional details.” <br />DESCRIPTION OF PROPOSED PROJECT: The Certificate of Appropriateness application encompasses a <br />variety of interior and exterior projects that will abate lead at the property. <br />In working with the lead grant administrator over the past year, staff has qualified nearly all of the proposed project <br />as Administrative Approval, including: remove paint from and repaint five exterior entrance doors, fixed windows,
