•CITY OF SOUTH BEND OFFICE OF THE CLERK <br /> data collection system, providing support and resources to contractors and vendors on labor <br /> compliance as well as contract compliance,focusing on reducing the barriers for MWBEs in prime <br /> contracts and awards, working with Public Works and other internal departments to un-bundle <br /> awards, and reviewing experience requirements that may be currently in bid package language. <br /> Also, reviewing surety bonding and insurance requirements. Additional responsibilities include <br /> vendor communication and outreach which could include matchmaking sessions and contract <br /> forecasting which we've been doing for the last couple of years but creating a more robust report. <br /> Targeting emails for upcoming contracts, identifying firms that are currently not certified but <br /> eligible for inclusion, offering debriefings after bid awards, and offering more trainings, possibly <br /> online videos. Additional responsibilities include partnering with other agencies and local <br /> organizations to provide bonding, financing, and technical systems programs. We currently have <br /> some really great partnerships with Westside Small Business Resource Center and South Bend <br /> Elkhart Regional Partnership that provide support, but we want to really increase that, especially <br /> to stay true to what we're being asked to do, and then providing training for all City staff with <br /> contracting or procurement responsibilities or vendor interface. <br /> She continued,Additional responsibilities would also be goal-setting on a project-by-project basis <br /> which, in an annual year, you're looking at somewhere between sixty to seventy(60-70) contracts <br /> that you would have to go through and actually create project-specific goals by NAIC's code, and <br /> that's an involved process. Also, compliance and monitoring policies and procedures throughout <br /> the performance standards for each one(1) of the contracts. I won't read all of those in the interest <br /> of time.Additional responsibilities would be to conduct a full and thorough review of the programs <br /> that we implement every five (5) to seven (7) years and developing a more robust qualitative <br /> performance measurement. <br /> She went on, So some of the special initiatives that we have for 2020, of course, first (1St) on the <br /> docket is making sure that we follow through on the recommendations out of the Disparity Study. <br /> Funding for part of that will come from the City's Living City grant that we received, $50,000, <br /> which is a start. The proposal would be to implement the recommendations. Some might ask,why <br /> are we doing this now?Why do we need to do this this year?To be quite honest,it's because people <br /> in this community have been asking for a fair chance to compete on contracting and procurement <br /> for thirty-two (32) years, and it's about time that we deliver. The second (2nd) special initiative for <br /> IDEA would be the completion of the Living Cities Inclusive Procurement Grant. Our proposal <br /> was to create a sustainable economic ecosystem by leveraging about $1.8 billion in procurement <br /> and contracting from the top ten(10)employers here within the City of South Bend and leveraging <br /> that to help us support and create more minority businesses by identifying a way into the supply <br /> chain of those top ten (10) employers. And why do we need to do that now? Because as our City <br /> recovers and re-establishes itself economically, this initiative seeks to make sure that segments of <br /> our population that have typically been left out,are included this time as we develop our economic <br /> ecosystem. <br /> She continued, Another initiative for IDEA is the Trauma-Informed Community. Funding for this <br /> would be supported by resources from P3s,or public/private partnerships. And the proposal is that <br /> we create a comprehensive community-wide plan to educate and support a compassionate and <br /> restorative model of engagement that reimagines educational system policy, supports criminal and <br /> juvenile justice policy, supports economic development policy, and supports housing policy with <br /> the central tenet of community wellness and overall community well-being starting in our <br /> neighborhoods. Why are we doing this now?
