South Bend Redevelopment Commission
Regular Me ting - March 20, 1981
5. PUBLICIHEARING (continued)
activi ies that are currently functioning in that area.
We alsc have "C" zoning which will be established along
Monroe Street, running from the alley west of Carroll
Street all the way through to Fellows Street. Originally
in our submittal of the plan, we had "C" zoning that ran
along Lincolnway as well. We are recommending to the
Commis ion that that be withdrawn and instead we expand
the "B' residential zoning over to Lincolnway. We feel
that t e establishment of "B" zoning will serve to en-
hance loth the Monroe - Sample area as well as the Edge-
water teighborhood located east of Lincolnway. We think
that t e expansion that might be possible under "C" Com-
mercial zoning would challenge the residential character
of bot the Edgewater Neighborhood and Monroe- Sample
Nei ghbc rhood.
Mr. Ni tz asked Mr. McMahon to stop at this point and ex-
plain he difference between "B" zoning and "C" zoning
so tha everyone present would understand.
Mr. Mc
dentia
Those
sional
These
reside
Lincol
Street
purpos
the ov
constr
allows
there,
hood a
to "C"
"C" zoi
we fee'
Monroe•
imports
mercia'
especi
opporti
hood tl
resides
to say
feelin,
mercia'
visabi'
ahon explained that "B" zoning allows for resi-
use with some business use in the neighborhood.
ypes of uses would be along the lines of profes-
offices such as doctors, dentists or insurance.
ypes of activities are normally found mixed with
tial developments. Perhaps the properties along
way and certainly along Monroe just off of Michigan
would be utilized for those types of business
s. What we are trying to stay away from would be
rall clearing of property that may result in the
ction of a strip center or some sort of service/
ial establishment along that line. The "B" zoning
for certain business activities to take place along
but it is compatible with a residential neighbor -
d that is the reason we have extended "B" as opposed
ing allows for amore expanded commercial usage, and
that in order for both neighborhoods (Edgewater and
Sample) to continue to survive and flourish, it is
nt not to completely enclose Monroe- Sample with com-
activity. We also feel that the Lincolnway area,
lly up by Monroe Street, will provide us with an
nity to develop a real entrance into the neighbor -
at is visible to people. When we talk about that
tial development, we would like people in South Bend
yes, we drive past it and we see it, as opposed to
that it is all enclosed and hidden behind a com-
area. We think it gives the residential area some
ity which will be very healthy for the area.
