The HPC did not adequately take into account the financial hardships placed on the <br /> family when considering the COA application of Ben and Carrie Modlin. After multiple <br /> quotes from contractors demonstrating the high costs of the owners installing wood <br /> siding (ranging from $40,470-$117,000 for the materials and installation), the HPC still <br /> chose to deny the COA application for PVC composite wood simulated siding. <br /> As stated above, the Historic Preservation Commission shall consider "The potential <br /> hardship that the denial of a certificate of appropriateness would cause the applicant." <br /> The HPC staff advised Ben and Carrie that the best way to support their request for the <br /> approval of the COA for PVC composite wood simulated siding would be to obtain <br /> quotes demonstrating price differences of materials. The Modlins struggled to find <br /> contractors who were willing or experienced in dealing with work on historic properties <br /> and the HPC. Some quotes we finally obtained are present in the COA (see exhibit E). <br /> During the meeting on October 21st, 2019 the HPC staff at first miss represented the <br /> quotes, in a way that did make it appear that it was a more manageable amount <br /> (although still a burdensome amount much higher than the cost of the materials that Ben <br /> and Carrie were proposing). Ben Modlin attempted to set the record straight in the <br /> following discussion: <br /> "Mr. Modlin stated that the costs as summarized in the staff report were <br /> incorrect... The cedar siding was $40,000 for$70,000 plus, and that more <br /> detailed information was requested... Mr. Modlin had Denny Kimmel estimate that <br /> it would cost $23,000 to paint the cedar siding. From the tongue-and-groove <br /> estimate was for labor and installation, and that was a $43,000 estimation from <br /> Mastercraft construction. (In) Total for wood siding would be $117,000 or so. <br /> Commissioner Hertel asked for clarification, as she believed that Mr. Modlin had <br /> been doing the installation. <br /> Mr. Modlin confirmed, yes, (but) that they were asked to give more of an estimate <br /> if they were to hire the project out. Mr. Modlin estimated that it would take 350 <br />
