a. Commissioner Downs-Krostenko discussed the adoption of the <br /> Chapin Park district,that the consensus was that you didn't <br /> have to change anything as it currently exists,but as soon as <br /> you do want to change something,it needs to change for the <br /> better. This has led to some people arguing that they want to <br /> keep things they way they are. <br /> VI. OLD BUSINESS <br /> VII. NEW BUSINESS <br /> A. ARCHITECTURAL HISTORIAN <br /> B. PROGRAMMATIC AGREEMENT <br /> Legal Counsel Kennedy explained the circumstances of the Programmatic Agreement <br /> between the Historic Preservation Commission and the Department of Community <br /> Investment allowing for the execution of certain duties by Historic Preservation <br /> Commission staff, specifically Section 106 Review. Staff conducts Section 106 review <br /> for projects including HUD grant disbursement; for example,Lead remediation grant <br /> projects and Community Development Block Grants(CDBG). The agreement is <br /> currently in draft form because there are three Native American Tribes that want to party <br /> to it,and they have asked for more time to review the document. The document is still <br /> being reviewed by the other parties,and any comments would need to be received on the <br /> current draft. The Historic Preservation Commission will empower President Gelfman <br /> to sign on behalf of the Commission. Administrator Feasel stated that continuing <br /> education regarding Section 106 Review opportunities are available at the 2020 Historic <br /> Preservation Conference that will be hosted in South Bend. <br /> Commissioner Annis made a motion to authorize Commission President Michele Gelfman to serve <br /> as signatory to the Programmatic Agreement. Seconded by Commissioner Hertel. <br /> Seven in favor,none opposed. <br /> Vote: 7—0. Motion to authorize Commission President Michele Gelfman as signatory to the <br /> Programmatic Agreement passes. <br /> VIII. ANNOUNCEMENTS AND MISCELLANEOUS MATTERS <br /> A. 821 Ashland in the Chapin Park Local Historic District has suffered a catastrophic fire. <br /> Staff is monitoring the situation;no demolition application has been received. <br /> B. Navarre Cabin—Staff has made contact with The History Museum staff regarding the <br /> reported movement of the Navarre Cabin to the museum campus. Staff expects to <br /> receive a Certificate of Appropriateness application to move the cabin sometime in the <br /> spring in advance of a desired summer move. The Navarre Cabin originally stood on <br /> the north bank of the St.Joseph River roughly in the West North Shore Drive <br /> neighborhood. It has stood in Leeper Park for over a century. <br /> C. New Commissioners: <br /> i. Patrick Deegan, a resident of East Wayne Street Local Historic District. Mr. <br /> Deegan works for the University of Notre Dame with a background in Art <br /> History related to contemporary Asian art. <br /> ii. John Tiffany,although not present,works in real estate. <br /> D. 1636 Lincoln Way West has a new owner,Jason Miller,who owns a property within the <br /> Lincoln Way East Local Historic District. He has applied for and received <br /> administrative approvals related to the roof and gutters and is working on an application <br /> regarding masonry repair. It is believed that the structure will be mixed-use. <br /> E. Preserving Historic Places—Statewide Preservation Conference <br /> i. April 14—17,2020. <br />
