I still want to know, since <br />they have been so many changes, if the same homeowner <br />who orrows this money at a low cost, could they do <br />any art of that work themselves? <br />Mrs. Baumgartner: Yes. <br />Mr. Robinson: How much of it? <br />Mrs. Baumgartner: The portion that they can explain <br />to us that they are capable of doing in a very re- <br />stricted time, usually thirty to forty -five days. <br />Mr. Robinson: Other than what the homeowner can do <br />himself, I can't understand why the prevailing wage <br />or the area standard wage that we have can't be a <br />requirement for all work other than what they can <br />do themselves. <br />Mr. McMahon: I have just been confused by what you <br />have said in this regard. What a person does himself <br />and what he hires out is a function of local codes and <br />oth r things like that. I would assume, whether he <br />gets his money from us or a bank, he is operating under <br />his own ground rules. My understanding was, whether <br />it was a loan or whether it is a bid situation, for the <br />thi gs that are done by a contractor the wages apply in <br />bot cases. <br />Mrs. Baumgartner: I believe so. I believe that was a <br />slir of what I said early. We refer the contract over <br />to hirley Roe and then Shirley invokes whatever EEO <br />pro edures are necessary, based on the contract. <br />Mr. McMahon: Just because it is a loan, if it is a <br />con ractor that is doing it we still check the wages. <br />Mrs Baumgartner: I believe so. <br />Mr. Cira: Why can't we handle a loan the same way as <br />a g ant? <br />Mrs Baumgartner: It is very time consuming. <br />Per. Cira: Yes, but Kathy, that is a fair way of doing <br />it �nd you would eliminate these problems. <br />23 <br />
