NEW BUSINESS <br />c. continued... <br />Mr. Cira: The other thing about it, Kathy, is that <br />wit all of these contractors you have to abide by <br />rul s and regulations or you can't stay on the job. <br />Mrs.1 Baumgartner: Certainly. <br />Mr. Cira: You know as well as I know that some of <br />youy people can suggest, "why don't.you call John <br />Doe or Bill Smith up, he does good work for us," <br />and I don't think that is fair. You are going to <br />haVE contractors who are just going to drop out of <br />the picture saying, "I don't have a change to bid ". <br />I don't think that is a fair way of doing business. <br />Mr. McMahon: I can understand perhaps how it got <br />to the point where we don't take bids when it is <br />a loan and it is basically the homeowner's money. <br />On the other hand, I understand why we provide <br />then with a list and they would pick and we re- <br />qui e them to get at least two bids. Would there <br />be any problem, so that someone like Mr. Brown <br />who might not be getting too many calls, could <br />you provide the contractors with a list of those <br />peo le who are receiving loans so that they know <br />who is going to be getting the money and they can <br />makE a phone call to them and say, "we are avail- <br />ablE to bid that work and have done work before "? <br />Mrs. Baumgartner: Certainly, there would be no <br />pro lem with that. And I would say further that <br />if Mr. Brown had had a problem with this, I would <br />havE been more than happy to discuss this before <br />it ad gotten to this point. But no such objection <br />has been raised to me in my office to this point <br />and this is the first time I am hearing something <br />to this effect. <br />Mr. Cira: This is not a fair way of doing this. <br />The job should be bid on with whatever contractor <br />who would like to bid on this job. <br />Mr. McMahon: I wouldn't say the word bid, but they <br />sho ld have the opportunity to know who got a loan <br />and who they can call to submit a quotation. <br />Mr. Kira: This is very demoralizing for an inde- <br />pendent contractor. <br />16 <br />
