• <br /> SUBSTITUTE <br /> ORDINANCE NO. 19 90 -94/. <br /> AN ORDINANCE APPROPRIATING $639,448 FROM THE COMMUNITY <br /> DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING <br /> THE EXPENSES OF THE DEPARTMENT OF ECONOMIC DEVELOPMENT OF <br /> THE CITY OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE <br /> AGENCIES FOR THE PROGRAM YEAR BEGINNING JANUARY 1, 1994 <br /> TO BE ADMINISTERED THROUGH THE DEPARTMENT OF COMMUNITY & <br /> ECONOMIC DEVELOPMENT. <br /> Statement of Purpose and Intent: <br /> The government of the City of South Bend, in partnership with the City's private sector and <br /> residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and <br /> for its residents. As part of this commitment to a comprehensive community development and <br /> improvement program, the City of South Bend through its Department of Community and Economic <br /> Development anticipates receiving, for Program Year 1994, approval of the United States Department <br /> of Housing and Urban Development to expend an additional $639,448.00 in the execution of certain <br /> housing rehabilitation/assistance, code development, public service, and general program planning and <br /> development activities. In order to implement the aforementioned activities, funds are required. <br /> NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, <br /> Indiana, as follows: <br /> SECTION I. The sum of $639,448.00 is hereby appropriated for the program year starting <br /> January 1, 1994, from the City of South Bend's Community Development Block Grant Fund (Program <br /> Year 1994). The appropriation shall be used as approved by the United States Department of Housing <br /> and Urban Development under Title Twenty-four (24) of the Code of Federal Regulations, Part Five <br /> Hundred and Seventy (570) for the Community Development Program Year 1994. This appropriation <br /> shall be administered by the Department of Community and Economic Development and its designated <br /> subgrantees and will be distributed as set forth below: <br /> B-94-MC-18-00ll <br /> Community Development Program <br /> Project No. Purpose Amount <br /> 94-104 REWARD 15,000 <br /> 94-109 Christmas in April $10,000 <br /> 94-113 Neighborhood Residential Security 53,000 <br /> 94-303 Neighborhood Park Equipment/Improvements 100,000 <br /> 94-105 Cushing Street Housing 190,000 <br /> 94-306 Neighborhood Public Works 171,448 <br /> 94-307 Boy's and Girl's Club 100.000 <br /> TOTAL $639,448 <br /> SECTION II. No costs will be incurred or funds expended for any of the activities <br /> addressed in this ordinance prior to completion and subsequent certification of the Environmental Review <br /> Process specified under Title Twenty-four(24) of the Code of Federal Regulations, Part Fifty-eight(58) <br /> and an official release of funds received from the United States Department of Housing and Urban <br /> Development. <br /> SECTION III.
