The Legal Department has tried, <br />in conjunction with the Department of Community <br />Development ' to move along the Bureau's process <br />in terms of how long it takes to approve some- <br />thing. We have these contracts approved by our <br />Ad isory Board, you make the formal awarding of <br />co tracts and that is then taken to the Common <br />Co ncil. You are talking sometimes of as much <br />as a two - month span of time before a contract <br />goes through all of these steps. A person may <br />have gone through a month of Bureau activity, <br />so from the day they enter the door until the <br />da a contractor walks in their door with hammer <br />ani saw they are talking four or five months. <br />In order to speed things up, the Legal Depart- <br />me it recommended that this be eliminated. I be- <br />li ve that Eugenia Schwartz has approached Kathy <br />Ce anski- Farrand on this subject and this is <br />wh re the agreement has been reached. <br />Mrs. Kolata: .I would add that the reasoning be- <br />hi id this also relates to the ordinance that was <br />being used to bring this matter before the Common <br />Co ncil. It related to the Neighborhood Develop- <br />me it Program, and this is not a Neighborhood <br />Development Program function, and Eugenia Schwartz <br />has stated that it is her opinion that it is not <br />ne essary to take these contracts before the Common <br />Co ncil. <br />Mr. Butler: The ordinance setting up the procedure <br />requiring Common Council concurrence only relates <br />to the Neighborhood Development Program. <br />Mr. Nimtz: Well, that makes a difference. <br />Mr. Cira: How do we know that these are all legitimate <br />bids? <br />Mrs. Kolata: These are the ones we have already <br />approved. <br />Mr. Butler: Subject to Common Council approval and <br />le al review.
