INTER -OFFICE MEMORANDUM
DEPARTMENT OF PUBLIC WORKS
DIVISION OF ENGINEERING
TO: Board of Public Works Members
FROM: Jacob M. Klosinski, P.E. Assistant City Engineer
SUBJECT: Agenda Request — Reject Bids
119-069 WWTP Secondary and Disinfection Improvements
DATE: February 18, 2020
mNNWUNNNNN oIoIIOIOINONI010I RNNNNRNNNNRNNINMAIN A 0 1 N N A I Iiiiii I I I I IIIOMUN i I I I I I I Ii uN4
The Division of Engineering and Division of Utilities request the Board of Public Works
reject all bids for Project No. 119-069 WWTP Secondary and Disinfection Improvements
that were received on February 11, 2020.
All bids exceeded the available project budget for the work.
All bids exceeded the Engineer's Estimate of Probable Construction Costs for the work.
The Division of Engineering and Division of Utilities are reviewing the scope of the
project and will be working with Arcadis U.S. to discuss options for revising the Plans
and Specifications to re -issue and to re -bid a portion of the proposed upgrades. The
goal will be to revise the current plans and specifications to include the most critical
elements of the project that are within the 2020 Budget for the proposed capital project,
All proposed upgrades included in the original scope of work are directly related to
improvements for the Long -Term Control Plan for the Wastewater Treatment Plant
Upgrades and compliment the City's efforts to comply with the Consent Decree. Some
of the scope of work can be completed with a re -bid project. Other portions of the work
will have to be constructed in a future project when capital and resources are available
to bid the remaining work.
The funding source for this project is the Division of Utilities, Sewage Works Capital
Account (641-0630-415-4366).
If there are any questions, please contact Al Greek at (574) 271-4210 at the Division of
Utilities or Jacob M. Klosinski (574) 235-9496 at the Division of Engineering.
